Question / Help Static Blur Effect- How To?

I am hoping to find out how to create a simple blur area for live streaming. I do not need a dynamic streaming plugin or filter, but just need to set up blur in a single location on the screen that stays there. Please advise thanks!

You can always FAKE a blur image and have it where you need it... seriously use your creative mind and use photoshop or gimp for such ideas.

You clearly said you do not need dynamic.... so you are saying its something that will not ever change so yes a FAKED blur image will solve it for you. Now if the area you want that blur actually changes then you will need to use the plugin since its dynamic :P so it looks always perfect for screen changes.

assuming you're saying a png that is semi-transparent? I've got a good imagination and some pshop skill, but don't know the procedure for overlaying a semi-opaque/transparent image in obs

Yeah transparent png or gif

You just have to be creative.. like I said FAKE IT as in take a screenshot of the area you want blurred... and actually blur it(i use gaussian blur), use the lasso for the area you want only and apply a feather effect like 25 pixels, afterwards hit Ctrl+D, you will end up with a layer of it how you wanted it ... you should have something like this

Well as long as you do it correctly and saved png yeah it should be. A way that I use 1280x720 resolution setup on my stream so on this case have the screenshot that fits correctly(as in record a local video in OBS, open it with VLC and use the snapshot feature) then have that snapshot as a background(last bottom layer) in Photoshop... then add in the layer of the blurred faked image and place it where you want it exactly, then just hide the snapshot image(last layer) - save it now as a PNG. And your full image shall have a transparent background that will be the same resolution you use in OBS and well the blurred faked image part shall be exactly positioned where you wanted it when added on OBS.
