Does it work with encoders other than VCE? From the log it looks like your bitrate setting is breaking it:

[AMF Encoder] Exception: <Plugin::AMD::VCEEncoder::SetTargetBitrate> Setting to 0 bits failed with error AMF_OUT_OF_RANGE (code 5).

Ok new report, x264 works for recording, haven't tried streaming, so as Sapiens said, something with 5000 bit rate and my AMD encoder aren't getting along, not sure why as it worked fine in 16.2

If I recall correctly, OBS 0.16.2 shipped with AMD AMF plugin 1.3.1.0 and OBS 0.16.4 shipped with AMD AMF plugin 1.4.1.0. In the changelogs for the AMD AMF plugin versions 1.4.1.0 and up, Xaymar (the author of the plugin) has warned:

Due to the nature of changes in this update, your previous settings may end up lost or incorrect. Make sure to revalidate them before attempting to record or stream.

You probably just need to manually configure your AMD AMF plugin again for it to work.

That would make sense, could you kindly explain how I do this?

I think just checking and resaving your settings should do it. If you want to be more thorough... Deselect it as the encoder, save your settings, reselect it as the encoder, save your settings. You kind of already did part of that by changing to x264.

Ok. The only reason I even use my AMD encoder is to save from overloading my CPU when playing more CPU intense games.
