I just recently updated my OS to the latest version but now my OBS will not record on demand via hotkey while ingame nor will the replay buffer hotkeys will work. Might this be old files of OBS corrupting the hotkeys? But I have delete the old files manually in Program File, Program Files(x86), and perhaps even ProgramData in C:\; and then used Ccleaner (old free version). Might the problem just be the new windows version? Also, this seems to be a problem with Ring of Elysium only. I might be wrong.
Saints Row IV has no bugs with OBS hotkeys. Perhaps games keybinds are interfering with OBS's binds.
