Question / Help -start not working (W10) & Automate streaming

I am new to streaming and having a few issues that I am trying to work through.

Issue #1:
We have a Insteon WiFi HD outdoor camera that we are streaming to our website using YouTube. At night, the camera & OBS stop talking. When I come in in the morning, I restart OBS and it starts talking to the camera and then I can start streaming again.
My work around was going to be to automate a restart at 4am and have OBS auto start and autostream.

Issue #2:
I can't get the -start to work.
"C:\Program Files (x86)\obs-studio\bin\32bit\obs32.exe" -start
OBS starts, but it will not start streaming.

Any suggestion for setting changes? We have 25M down but only 1M up. and I'm trying to minimize the steaming impact on the rest of the network. Besides, its not something that people are going to sit and watch for hours.

BTW. I spent a number of hours reading posts in the forums before I even downloaded OBS. The community support for this project is amazing.

Issue #3:
(Solved I think)
I want to automatically switch between 3 cameras and 2 websites. I found SceneSwitcher plugin and will try that as soon as I have these other issues resolved.
