Question / Help Stalled connections?

Whenever I run a speed test, it ranges from 2.5 - 3.0.
I stream at 2000 bitrate/2000upload and the bitrate indicator at the bottom of OBS is always flashing yellow and red. So I end up dropping frames.

I even lowered my bitrate all the way to 1500, and I have the same problem. OBS drops frames and my bitrate indicator is still red, despite the fact that I have anywhere from 2.5 to 3 mbps.

I tried changing servers, and the same thing happened.
As I stated in my original post, I lowered my bitrate way below 3.2mbps. 1500 is the lowest I tried.
Not streaming over wireless, other services give me the same problem and that program it told me to download, Shaperprobe says it can't detect anything.

Also, I just ran a speed test on three different sites and here is what I found.

speedtest: 2.45 mbps
testmy.net: 899kbps!
Bell Speed Check: 1.50mbps ( Bell is my ISP )
