Question / Help Speed up after 30 seconds

Using windows 7 I have been using OBS studio and conducted a skype survey that lasted about an hour. After 30 seconds everything speeded up. I checked all settings Finally deleted all obs folders did clean install. Same problem log url

Reinstalled ver 18... 19 has problems.
