Question / Help Source Video Not Being Delayed

I've been fighting with my El Gato HD60 for well over 2 months now. I am trying to delay the video 650ms and nothing is happening. No matter how much I delay it it stays the same, I have been doing local recording to test the setups which has worked for me before. I have no idea what's going on.
 
It is the El Gato's video that needs to be delayed to sync it with it's own audio... I'm trying to sync JUST the el gato before I do anything else.
 
If that's the case, you're not feeding the audio through the hdmi or otherwise have something set wrong.

Capturing the elgato's audio happens in the video capture device, not in the global OBS settings.
When doing this, the audio is automatically synced.
Enable buffering 1ms in the properties.

If you have an example of it not behaving properly, create a video showing it and upload a log to go with it.
 
Double post but I think I see the problem...global audio settings are 1500ms. Let me check again

Edit: problem solved here now I get to fight the general audio sync issues
