Source locking and precise measurements for source sizing

I think the post title is pretty self explanatory. Having a source positioning lock (similar to locking a layer in photoshop) would be a godsend for applying backgrounds and whatnot. Also, proper sizing/repositioning of sources on the canvas with precise measurements would be nice to have as well.

While positioning would be possible, setting the size for a source is currently either impossible or incredibly annoying to do due to the source scaling code. This will not be added to the current version of OBS, but will be available in the rewrite.
