SOUND MONITOR NOT WORKING

I am unable to set up a monitoring device and can't figure out why... Here is what I am doing.

Settings --> Audio --> Advanced --> for monitoring device I select my headphones

Setting Icon in Audio Mixer --> Advanced Audio Properties

In Advanced Audio Properties my headphones do not even show up as an option for monitoring. What settings do I need to adjust to get the headphones to show up as an option for monitoring. The headphones are wired headphones and plugged directly into the computer which is why this is so weird. Any help is appreciated.

In the advanced audio props you can switch between "monitor" and "output" and both of them. Your headphones will never be listed explicitly in that dialog. Only incoming sources are listed, no output devices. As far as i know.
 
The Device, to hear the sound from, is set in the Settings (you already did it).
The Source, that you want to hear (Media Source, for example), has the setting (OFF/ON/ON+OUT) to monitor exactly it and only it. This can be set in the Advanced Audio Properties (source should be active - long playback, and it should be in the current scene).

So I went through those steps but after I connect the headphones to the monitoring device, the option to have them in monitor only in the advanced audio properties does not show up. What am I missing here?
