Start by updating Windows. This version is from 2017.

Can't tell much from a logfile without a complete output session. You should start streaming, observe your issue, stop streaming, then upload the log-- here OBS starts streaming and is quit a few minutes later, without stopping the session, so there's no performance data in the log.

Windows still very out of date. You should update to at least 1809 (Build 17763). This version (1803, Build 17134) is actually worse for OBS performance.

Little bit of audio buffering indicate a bit of CPU load. Not a huge amount, but some.

Is there a reason why you've configured your capture card to not use its own audio, and to set its audio output to Monitor Only?

I'm updating Windows again. If that doesn't solve the issue, I'll post another log later today.

As for my configurations, I have set everything the way it is because advice I've gotten from videos and forums. I don't know anything about this stuff. I don't remember the exact problem, but I think the Monitor Only setting solved an issue where my stream was hearing double audio. It was picking up the el gato line and my mic, but was also getting my headphone audio.

The problem with audio delay is almost certainly your settings.

If you have a source for your stream set to "monitor only" then the problem is that you've set your monitoring device to be your default audio in Settings > Audio, and then you're capturing that source. Don't do that. It means that OBS is capturing your audio, retransmitting it, and then you're capturing that retransmission. That is very likely the source of at least some of the delay.
