I've been using OBS Studio for a long time with this same rig (i7 4790k + nvidia 1080 card) streaming in 1080p at 60fps with no issue whatsoever, never got framerate losses with a high bitrate utilizing the NVEC codec.
I had to do a clean install of Windows and reinstall all my games and OBS Studio. Now, I can't even stream on 720p. Getting huge framerate issues, the kb/s go up and down way too drastically, which has never happened before I reinstalled everything. And I'm certain it's not my internet connection, I've done speed tests + closed everything that could be consuming internet. It's also not my video card overloading, because I tried playing old AF games and not even those are able to stream at a constant 60fps.
Am I missing a driver or something? or maybe installed a newer version of OBS which is faulty? the only thing that failed to install that OBS tried to force was SDK Intel Realsense, but like I don't use a camera I don't think it's really necessary (I tried to install it anyway but for some odd reason it gives me an error and fails to install). My nvidia drivers are up-to-date as well.
