Something is messing with my stream

A few weeks ago, I started getting massive frame drops on stream. I'd been streaming with no difficulties since I got my laptop, but all of a sudden things started breaking down. Can someone help me?

That logfile does not contain a live streaming or recording session, just the auto-config wizard. We cannot diagnose off of that.

If you mean that you are getting Dropped Frames, that is 100% a network issue. 95% of your connection to any given server is entirely out of your control, and can change without warning or any action taken on your part.
 
Ah, the joy of streamelements plug-in puking all over the log...

Are you doing basic monitoring of your hardware resource (CPU, GPU, RAM, etc) utilization to see if your system is being maxed out with your settings [Task manager’s Performance tab and/or Resource Monitor]

and clearly your system isn't up to rendering per your settings.. have you backed off to 30fps to see if that resolves issue?

Disable Psychovisual Tuning. It's currently on. It, along with Lookahead and the Max Quality preset, can cause massive amounts of rendering and encoding lag even on systems that should not otherwise experience them.
Use the Quality preset, and make sure both PVT and Lookahead are disabled.

I would also recommend uninstalling the StreamElements OBS.Live plugin. It makes several changes to core OBS Studio files and replaces them with inferior versions, along with (as Lawrence noted) puking all over the log and making it hard to diagnose. All SE OBS.Live functionality can be added to base OBS Studio via Custom Docks.

The big one is to turn OFF Psychovisual Tuning though.
