As bart said, you monitor can already stream 720p. However, to do that you have to either
* Play the game in a 720p window in the middle of your screen in Windowed mode, or
* Play the the game taking up the full screen, but fill in the black bars with other content in OBS
The question here isn't whether you can stream in HD, it's whether you can stream in a 16:9 resolution and have it not have black bars. You can either change your game to be a 16:9 resolution (option A above), or embrace the black bars and fill them with extra content (such as stream chat, webcam, slide show, or something else).
Or you can just live with a 5:4 stream.

Ok, just to make sure and finish this thread. If i get 1366x768 monitor i'll be able to stream without these huge black bars on both sides? Cuz now it's like 1/4 black bar 1/2 stream 1/4 black bar or something(i've read that new monitor is needed to remove that bars). That was actually the point, but i asked shitty questions instead of get to it instantly. Just tell me yes and you can close this topic.

I'm really confused as to why people care so much about black bars. It literally does not matter if they are there or not. You'll be hard pressed to find someone who watches streams saying "Ew, black bars, I'm never gonna watch this horrible stream." Picture quality and video smoothness are infinitely more important.

Krazy, I've seen a few people comment about a stream being low-quality due to the letterboxing, actually. Filling the screen is important too. Whether it's with the game, a frame image, webcam, chatbox... actually having content to fill the 16:9 has pretty much become one of the standard earmarks for a professional-looking stream. And 16:9 is the de-facto resolution as in non-fullscreen, the Twitch video window is letterboxed to that as well.
Exactly...you can stream the game in a non-16:9 resolution and fill the black bars with other content, such as the chat or a webcam. I do agree, though, that people freak out about letterboxing way too much. Personally I wouldn't buy a new monitor just so I could stream a game in 16:9.
Personally, for gaming I wouldn't go with that one, I'd go with something like this instead:shardey said:

In particular, the response time on the one you picked seems a bit on the high end for gaming. It may cause ghosting at high framerates. For gaming you really want the response time as low as possible for the clearest possible image.
