in case you had the same problems
UBS3 Capture Card wont show up in OBS
Check Windows Device Manager
if your Capture Card has Error Code 10 your USB port is not a USB3 or not realy a USB3 (Hostcontroller is used for multiple Ports)
like backpanel USB3 ports on "MSI Z87M-G43"
i switched to frontpanel and now it works
