Start of recording/streaming with the x264 encoder is flawless, no matter which game. But after 5 to 10 minutes I start noticing stutters ingame for a minute or two after what it becomes smooth again, fps is capped at 60 and as soon as it drops few frames under that, it starts making stutters sometimes to the point where the games are not picking up my mouse sensitivity as they should (basically 51 fps feels like 15 fps ONLY when using OBS x264), vsync is off, but putting it to on help just a little bit, but still stutters.
All refresh rates are matching.
I have heard a lot about these kind of issues and people suggest to limit the game fps and settings to leave some headroom for the gpu to encode easier for obs, but even if I cap it at 30fps same happens (in which case fps drops to 25 or lower), so that kinda does not come to play much.
MSI Afterburner reports all usages not to be maxed out, gpu hovering around 80-95% and cpu 20-30%.
I have tried using OBS Classic, same issue.
I have played around with affinities and priority settings in task manager, same issue.
While playing Fortnite Battle Royale, that issue is happening, as well as Mad Max. 60fps constant locked either by vsync or cap, after 5-10 minutes it starts stuttering for 1 to 2 minutes after what it gets good again and so on in circles.
I have included a status picture from obs and a log file while livestreaming at 720p@30fps@1200bitrate (I know its little but that bitrate just can not be the reason I bet).

One more thing to note, while using the x264 cpu encoder, no matter for streaming or recording, I am missing frames to rendering lag as on the picture and log file, but while recording with the AMD encoder in obs I missing far more frames, if its 5% for cpu encoder, I will miss 25% with gpu encoder (and the output file will be choppy)
I have seen a lot of topics regarding this but not so many helped me. People say going back to a clean Windows 7 install solved all, but for real I don't want to go back so far. Game dvr and all those things in windows are disabled since I moved on to Windows topic.
I hope I will be able to fix this to use this 3rd gen i7 to at least livestream 720p30fps@1200bitrate.
