Question / Help [SOLVED] Increase quality at low bitrate

Hello, I am doing some private live streams at 720p30fps at 1500 bitrate with the x264 encoder and trying to get rid of "blockyness" with deblocking and make the stream look as best as it can at that bitrate since going higher is not an option.

Since I have a low end gpu, While playing Witcher 3, gpu usage is at 99% (or 90% when fps cap is on 30) while cpu is at 20% average (no issues with overloading), giving me a lot of headroom for encoding and after playing around with changing presets from Very Fast to Fast, setting Tune to Animation, using couple advanced parameters as "ref=5" and "deblock=-1:1", I decided to ask here and see if someone knows better tricks and encoder options to maximize quality at that resolution and bitrate as much as possible.

I was looking into the custom parameters, and deblocking helped a lot on some higher motion scenes, thought I can tweak it more.
Also the CBR options is not keeping the bitrate constant at 1500 as it should, its jumping around from 1300 to 1900, is there a was to force it to be more strict at actually 1500? (sometimes going over 1600 drops frames since my internet is on the edge)
I read it has something to do with the buffer size, and after following some formulas to calculate what buffer size to use, I get same result.

You can decrease buffer size, so the encoder has less room to manage the given bitrate, but of course, the quality will get even worse.
 
I decreased it a bit and now it is jumping around less.
Also slowed down the Cpu preset from Very Fast to Fast, and changed the Tune to Animation, that gives the best quality for me in higher motion scenes at given bitrate and resolution.

Bitrate set at 1500 and removing OBS from the Envidea list a huge success. Although still will not record GTR 2 racing simulator. Get 0, nothing, zilch. I don't get it. If someone else drives this game and has it working please send me your settings. A huge bummer for me.
