Question / Help [SOLVED] Can't stream any games without performance issues...

I play CS:GO. It is pretty much the only game I care about streaming. Here are my Specs:

-OS: Windows 10
-CPU: intel i7-4790k
-GPU: Nvidia GTX960
- 500GB SSD, 250 SSD, 1TB HDD
- Dual monitor:
-ASUS 144hz
-Samsung 60hz

I know some people have the same specs as me and have no problem whatsoever when it comes to streaming. Are my settings wrong? What could be fixed?

I thought this setup would be nice enough to stream, but I guess I'm wrong or I'm doing something wrong. Should I plan on buying a streaming PC or could getting another GPU fix these issues?

OBS Settings:

CSGO Setting:
- 1024x768 BLACKBARS
- All settings LOW

I understand that using a dual monitor can cause performance issues, but it happens even with the monitor turned off/unplugged.

Basically my game is very choppy and super hard to play, and my frames are very unstable. Not streaming = 300fps, and streaming = fluctuation between 120-200fps. The frames are weird as hell and I can't figure out what's wrong.. Sometimes I will have a stable 250 fps while streaming but still have really bad performance in-game.

I use MAYBE 40% of my CPU while gaming and streaming.

UPDATE:

Using OBS studio and my frames are fine, but my game is so BAD! Very choppy with screen tearing. OBS doesn't even need to be streaming for this to happen.. If it's just open on my computer is makes my game terrible.

Please post a log from OBS Studio so we can see what's going on. Chances are you are overloading your PC and it can't keep up with whatever settings you have currently set.
