Solved a crashing issue when moving docks.

In windows 11 (yeah, I know, but it is what I have to work with). I started getting an issue when moving docks around. Looking at the logs I saw this prior to crashing:

10:10:48.122: Failed to create D3D11 swapchain: COM error 0x80070005: Access is denied.
10:10:48.122: Failed to create swapchain for window flushed with an RHI-enabled backingstore
10:10:48.576: Failed to create D3D11 swapchain: COM error 0x80070005: Access is denied.
10:10:48.576: Failed to create swapchain for window flushed with an RHI-enabled backingstore

Following reading up on the COM error I ran OBS as administrator and move the docks around without issue. I uploaded the log manually here as I needed to edit out a password.

I did some cleanup to the scenes and a couple other items after testing OBS launched normally and also did not experience an issue with moving docks around. Albeit, it was not the large reorganization I was doing initially.

So, to solve the issue of crashing when moving any docks (custom or otherwise) run OBS as admin, move the docks, exit, and relaunch normally. Oh, and clean up anything left over you do not need.
