So first off, I was only streaming my desktop and streaming in Just Chatting.
Good PC (7940x, 1080ti) and am running Nvidia NVENC at 900p at 60fps at 6000 bitrate.
I am running EMCO Ping Monitor in the background (very accurate internet performance monitor) and am getting 100% internet performance and 0 dropped packets, but twitch is dropping frames. I am running a 99 performance Twitch server only 150 miles away (found through TwitchTest from r1ch) EDIT: I redid my TwitchTest server and got abysmal numbers for West Coast (where I am)

What the hell? Los Angeles was 99 a week or two ago for me.
Did another test and now it's back to 95+ rating?

Few notes about my setup:
- No Killer network drivers
- Not the modem/router (changed all those and same issues still)
- Not an encoding problem
- Don't know how the internet is routing so badly with the low quality scores I'm seeing (today)
- Hardwired Ethernet cable
What I'll try next:
- Install newer network drivers
Any ideas?
