Question / Help Solid FPS until In game?

Okay so I start up OBS and I get a solid 60 or sometimes 30 depending if I change it if im not in game.. I get in game and it just drops to like 8 fps and 10 and is awful as hell.. please help me I have a good PC and I dont know what is going on
