Question / Help snowing effect on stream / quality stream

can someone provide me a working guide to add the snowing effect to my stream
im using OBS 64 bit version : 0656b

not sure if this is the right way to do it.

and the quality of my stream sucks but I dont want lagg.
can someone gimme some tips, check my log.
