Question / Help Sniper Elite 4 with OBS stuttering stream

I have been trying to stream this game for a while but as shown in the latest stream, it does lag.. and stutter plus some minor artifacts

The above images show my settings. I am trying to Twitch stream. With those settings my Rainbow Six Siege has no problems https://www.twitch.tv/videos/141129762. It is worth noting that I am running the game using DX12. Any idea what I can do/improve? Maybe create separate profiles for the two games?

I managed to get it running smoothly as you can see in the link below. I set the Twitch server to Frankfurt Germany, set the bitrate to 4500 and stopped running the game in windowed borderless mode. The below is the result:
