Question / Help SMOOTHER STREAM HELP PLZ

hello i need to find a way to fix my stream to be more smoother.i have tried a lot of settings by my self and changing the bitrate and the resolutions.but still the stream doesnt have the properly resolution.so heres my setup
AMD RYZEN 3600X B450 TOMAHAWK MAX GEFORCE GTX 1660 TI 2X8 RAM 3200MHZ G.SKILL RIPJAW
heres my twich that u can see stream quality
heres my speedtest
and my obs settings
as you can see from my stream the quality.is almost garbage u cant even see the letters in some cases
help me at least so i can fix the smotthnes and quality

Change your color range back to partial and see if your alerts provider will allow you to combine your different alerts modules into a single page.

sorry but can u explain it cuz i didnt understand anything.also does this affect the quality and the seetings of the stream?

You changed your color range to full in settings - advanced.
That REDUCES the picture quality and player compatibility of your videos.

o thanks i find it and changed it .but how about the bitrate and the resolution trying to stream at 720p 60fps.also should i use x264?or nvec(new) with these pc specs.

Leaving nvenc new as your encoder is fine, but you have no need to be in advanced output mode in settings - output, change it back to simple.

I would also say that with an upload speed of 4.31, I would suggest lowering your bitrate down to 3500 to allow a little bit more headroom in your network.
As you're basically using >90% of your available upload speed.
