Question / Help Slow internet. How to stream without chop?

Hey all,
I'm just starting streaming and I'm working out all the bugs. I stream to Twitch using restream.io and all of my streams are pretty choppy. I have a new gaming rig so I'm not worried about my system. I found out that my internet is slow as molasses. I'll upload my log file from the last stream as well as a pic from my speed test.

Basically, knowing that I'm working with inferior speed, how can I optimize OBS to stream it without being choppy, even if the video quality isn't quite HD? I'm running OBS Classic right now, but I've been thinking of getting Studio. I don't know if I have more options with studio or what, but I'd love to hear what you all think of my predicament.

Someone recommended I use Leatrix Latency Fix. Is this something you all would recommend? http://www.leatrix.com/leatrix-latency-fix

I actually just updated to Studio because I found out about the performance issues Classic was having with Windows 10. I have gone through everything. I ran a test recording (it was pretty much perfect). I then ran a test stream and it's weird. When I'm streaming, my Twitch account will say that I'm live. My boyfriend said that he could see it after a bit, but there is no indication that a video was done whatsoever on Twitch, so I can't see it to see if it's improved quality or not. It should be in the Past Broadcasts section, but there's nothing..... I'm so confused right now. I'm going to bed, but I hope someone will have some advice. Thanks very much.
