Question / Help Slow and unreliable stream settings?

Hello, I just got a new ISP and I am getting 12d/5u, but when testing my link to Twitch servers, the best I can get is Chicago at roughly 2200kb (I live in Iowa) - However, whenever I try a test stream, I drop huge amounts of packets (30%) even when my bitrate is set at 1800 or lower. I guess my upload is not super consistent, as it can work great for 15 seconds straight and drop down to double digit kb for a second or so in OBS before returning to adequate. What's my best course of action to be able to stream to Twitch without dropping huge frames? I want to be able to hit 720/30 if possible, but I understand with what I am dealing with, that may be tough. My computer isn't anything stellar (FX-6300, 16gb, 390x) so I can't push CPU settings super far without suffering extreme framerate issues. Any ideas to at least reduce frame drops while still maintaining semi-decent looking stream would be greatly appreciated! I've messed with a few different rate control methods, but none really seemed to make a difference, as I don't fully understand which types like larger buffers, other settings, etc... Anyone who could point me in the right direction would be GREALY appreciated! Thanks, twRage96.
