So this is an issue I have had for quite a while but just kinda hoped it would fix itself. To this day, no amount of tweaking has fixed it. I am not sure if it is my PC or my monitor. Please tell me how the video looks on your screen as well, because it could very well just be my monitor.
Basically, the video looks decent, the fps is at 60 and it seems fine. Though, there is slight stuttering (thats what I can describe it as) and a bit of blurriness. Here are my OBS settings and a reference video I made.
