Question / Help Slight pixilation during high motion sections of my stream?

I am wanting to Stream in 720@60 or 1080@30/45 the game looks fine and the stream is decent but when I am moving a lot or rapidly turning the screen I see lots of Pixilation. Any tips? I am fairly new and can't see the problem but I am still looking around.
I am streaming Wildstar and DayZ.

Comp specs
i7-4700MQ CPU @ 2.40GHz (8 CPUs)
16GB Ram
Win-7
NVIDIA GeForce GTX 770M 2Gb discrete

Max Bit 2500
Enable CBR padding

1080@30/40 or 720@60 with lanczos Filter

~Advanced~
Use multitude optimization
Priority normal
x264 preset faster
profile main
keyfram int 2 (since twitch)
Use CFR

Pardon the singing and facial expressions Content starts at 1 hour 50 min in. Also 4:24:50 is very pixilated

Grass in DayZ tends to look pretty bad with x264 no matter what. If you can stream above 2500kbps, then 3000/3500 will make it look better (at the expense of making it harder for viewers to download). Otherwise, the easiest way to compensate for not having enough bit rate is to either a) live with it, or b) lower your resolution/frame rate. 720p30 is a good start.
