Basically, I keep getting the warning "Taking too long to encode, skipping frames." Despite lowering my FPS and resolution, I can't fix the issue, and it is dramatically effecting my stream's quality. Here's the log:

What game are you streaming? When you get skipped frames it almost always means that there's not enough CPU to encode, though it's rather strange that it would happen at such a lower resolution/FPS. I can't help but feel that whatever game you're playing might be eating up all your CPU, though your CPU is kind of an older model as well at a lower clock, so perhaps that's a factor. Although it does have 4 cores, so it should normally be able to handle it at least somewhat decently at a lower resolution/fps like that.

That's what makes this so strange. I've notice this happen on more than just one game. Games I was previously able to stream just fine like Garry's Mod now have encoding issues. It doesn't help when I'm trying to play a game that requires more CPU, such as Batman: Arkham Asylum or CS:GO, and this happens.

I also want to note that I don't notice any major impact on my gaming experience when this issue arises. I went ahead and tested again, but this time I changed the CPU affinities that certain programs use through a task manager application, specifically putting Garry's Mod (hl2.exe) on CPUs 0 and 1 and OBS on CPUs 2 and 3. Changing the CPU affinity will reduce the number of cores it can work on, probably not the best option. What I'd personally do is try increasing the process priority in advanced or something, I must say it feels rather unusual. If you find out more information beyond what I've suggested, please let me know

So I did another test with OBS on high priority. I still had the same error when I played games, so I tried exiting those games in the middle of the stream. So without any games running while streaming, I'm still having this encoding error. I just find this so strange as I was able to stream perfectly fine a month ago with no issues like these, and nothing has changed with my computer's software or hardware to have incited such a change.

Correction - change to your knowledge. Clearly something changed if it was working before, though what it is that changed has yet to be known. I unfortunately don't quite know what to suggest, though, because I don't have your PC in front of me. If it were me, and I didn't know what was going on and know that it was working before, and can't figure out any rhyme or reason, I'd probably back up important files, wipe the entire thing, format, and reinstall windows and everything again, and try with a clean set up.

(Or better, I would probably upgrade, but that would cost money)

At this point I'm going to start reinstalling software and try to fix this without having to do a complete hard drive reformat. I'll update if I find the source of the issue or if I end up throwing my wallet in the furnace for upgrades.

So then after fiddling with the settings, I unchecked the box that would save my stream to file and that fixed the problem (or at least so far, I've only tested this while streaming my GameCube). Here's that log:

This still has me wondering what has changed. I've been streaming with OBS for over a year now and have saved every one of my streams up until recently when this issue occurred. I can go without saving the streams as I can download the VOD from Twitch, but I'll miss its usefulness.

A slow disk can cause skipped frames while OBS waits for the file output to finish. You may wish to run a health check or benchmark on your drive to ensure it's still in good working order.
