Skipped frames, stutters and all that stuff

Hi,
I'm currently looking into a well known phenomenon of skipped frames due to rendering lag. I have recently performed a full windows formatting, and currently have a rather light setup for OBS (so to speak). I've received a reports of random lags - freezes here and there during broadcasting. The OBS stats shown no bandwith problems (0% skipped frames), and 17 skipped frames due to rendering lag (something around that), which was a hooking 0% overall.
My PC specs are as follows:
RTX 2060 6Gb
AMD Ryzen 5 3600 6-Core 3.59Ghz
16 Gb RAM

Other things I found is that the frames seems to be skipped when turning on window capture where I have browser set? But then people say the freeze happens during the game, and I don't see any new skips.
What I would like to ask for is taking a look into the log file from that day to see if maybe I'm missing something? Thank you for your time ya'll.

The encoding lag most probably was a glitch when you started the stream. It's only 9 frames, virtually 0.
The lag people see could be an issue on the internet quality.
As you stream into Twitch, please use this accurate tool to measure the quality of your internet service against twitch:
Anything lower than 90 is bad.

Also, enable Game Mode in windows, unless you disable it for other issues.

I didn't have a reason for turning Game Mode off other than that I heard it's pretty bad and causing problems, with OBS included. Can turn it on and see how it goes with it. Thanks for the link to the twitchtest tool! Didn't know something like that exist. Time to tinker with the server and internet then.
