Skipped frames due to encoding lag

This isn't my area, so quick thoughts in case this helps before someone more knowledge hopefully responds

Likely a (GPU) driver change with new behavior ... either that or the buggy 24H2 PoS {I know... doesn't help you.. but still true)
Anyway
- look into other threads commenting on uneven multiples of screen refresh rate (144Hz) vs screen capture rate (60fps)... others have suggested dropping screen refresh to even multiple like 120Hz
- double/triple check AMD driver (in regards to video encode offload stability/quality/issues. etc)
Your OBS Studio log shows some AMD encoding issues, but I don't know which ones can safely be ignored, vs those that indicate an issue needing to be resolved.
