You may want to remove this malware:
09:55:24.069: Norton 360 for Gamers: enabled (AV)

There's no recording or streaming session on the log file and it's needed.
If the encoding is done by a third party plugin you need to contact the dev of that plugin via de Discussion section on this particular plugin page.

No, please only attach one with an active session and the issue on it.
Do a test after removing the malware pointed before and then upload the resulting log file of the test.

Do a test streaming/recording and if the issue happens you stop the stream/recording and then upload/attach this log file.
If you care to look inside Help menu you'll find a way to upload the current log file, previous log file or access the folder where the log files are stored. When you upload a log file you can also click in the Analyze button so you can see this log file analyzed in this site for common issues and how to solve them.
Yes, OBS has a useful Help menu.

By malware I mean what the word means.

The streamlabs plugin is know to cause issues. You have to remove it. Consult their support on how to remove it.
Vertical canvas, if it's not updated and compatible with the version of OBS you're using also causes issues. Make sure is updated and compatible with the OBS version you're using. Same with other plugins.
About vertical canvas and aitum multistream, you need to contact the dev of this plugins for support on this.
This plugins are doing the encoding.

Do not use CBR 90kbps for recording, and less for streaming.

And you still have Norton installed. It causes issues too. As long as you have good behavior online you don't need any other security than the one that comes with Windows.
