Question / Help Skipped frames/artifacts on 60fps

Hi folks.

I've been trying the whole day to fix this issue with different settings. Came to the conclusion that if I keep my screen on 165hz Gsync, I cannot stream at 60fps (no matter the settings, quality, bitrate, codec or resolution). Twitch shows skipped frames (but OBS doesn't) and I get lots of artifacts and a choppy stream. 1080p30fps or 720p30fps was working fine though.

Turns out as soon as I put my screen refresh-rate down to 60hz, I was able to stream at 60fps just fine.

I mean, this can't be the solution, right? What is happening here? How can I keep my 165 Gsync enabled while streaming at 60fps?

My sys:
8700k @ 5.2Ghz
GTX 1080Ti
32GB DDR4 3600
1Gbit up/down connection WIRED (not wifi ok)
My cpu stays cool and low usage (40-60%)

Settings:
Res: 2560x1440p
Output: I have tried 1080 and 720
60 Fps
CBR
x264 and NVENC
Bitrate 6000
Fresh windows 10 installation with all up 2 date drivers
Server is New york ( I did the twitch server test, and this was the best)


EDIT1:
Alright, I figured I observe my stream on another pc or on my phone, and look there, no frames dropped on 1080p60 - they drop only on my SECOND screen if I watch on the same machine where I'm streaming from. WTF?

1. rendering lag/stall Problem:
Logs shows a possible GPU graphics being maxed out or overloaded to 100% usage.
Number of lagged frames due to rendering lag/stalls: 357 (9.2%)
Your streaming computer might be overloaded that it doesn't have enough CPU/GPU power left to playback live stream in web browser on the same computer. Using game's FPS limiter may help. Lowering refresh rate with v-sync enabled may also help.

2. Possible problem with DWM + multi monitor + different refresh rates:
There may be a problem with window's DWM/Aero forcing v-sync slowing everything down while using multi monitor with different refresh rates. Can try to minimize and/or turn off preview on OBS-Studio. This problem is not limited to OBS-Studio, this can happen while anything is changing on a monitor with slower refresh rate.
