Question / Help Simultaneously Stream 30fps while recording at 60 fps?

I would like to know, is it possible to stream at 30 or 48 fps while simultaneously recording at 60fps?

if so, How would I go about doing this?

Is there a command that needs to be entered in the x264 Options via Output?

Not possible with one instance of OBS. The fps is global.
