I am using v 26.0.2 (64 bit) of OBS.
In the OBS Studio Overview Wiki, there is a screen shot of Studio Mode that contains the Scene Transitions dialog. It displays plus and minus signs next to the gear, as follows:
However, in my copy of OBS, my Scene Transitions dialog is missing the plus minus signs. It looks like this:
