Show Layers on Video Outputs ONLY

I feed a talent monitor from either the "Fullscreen Projector" feature via one of my GPU's HDMI ports, or my Decklink card via SDI. Is there any way to add a layer that will display on one of these WITHOUT being included on the stream and recording? I'd love to add a countdown clock and viewers to my talent monitor without the audience seeing it.

There is not, no.
Preview overlays are a requested, but extremely low-priority feature.

It is planned to eventually add selective recording to OBS, which could work for what you're asking, but there is no estimated start-work date for the feature as it will require a significant infrastructure alteration to allow it.

In the meantime, you can create a scene that includes the main scene as a source, and have the extra layers on top. Then, create a projector for that specific scene instead of the preview. It would take some work (and if you need to have the screen show other scenes, then you need to have a system to show each when switching scenes), but it is definitely a workable solution once set up, although cumbersome.

That's a great idea. I didn't realize you could project multiple scenes at once. I'm not sure this will solve my current dilemma but definitely presents interesting possibilities.
