Question / Help Should I get Avermedia Live Gamer Portable for livestreaming

Hello guys.

So I was wondering; Instead of buying a internal capture card to run with a dual pc setup for livestreaming; Can I use a Avermedia Live Gamer Portable just as good?

I'm livestreaming in 720p at 60fps and I really don't want to go any lower than that. So yeah, does it work good for that?
The idea is to let of the stress on my CPU.

A capture card, regardless of type, will not lower the CPU utilization of your streaming/encoding machine. It just lets you offload it to a second system.
In a single-system setup, the only thing a capture card will do is let you stream consoles. It has NO CPU offloading effect whatsoever, if you're using OBS. If you're using the AverMedia software, you'll be able to use the on-device hardware encoder (if so equipped), but it will look like crap. Hardware encoders do a piss-poor job at this point, and OBS cannot leverage them at all at current (and even when it can, the livestream will still look crappy).

Right. So the best solution would be a second pc setup then?
Would a Phenom 965BE do the job for 720p @60fps? Could most likely OC it to 3.6-7GHz.
