So I've been getting dropped frames and I read the FAQ about it and it suggests to try this Shaperprobe program to see if the ISP is throttling the traffic but when I try to run the program (even as administrator and with port forwarding or DMZ on in the router) it gives the error "All servers are busy. Please try again later." Well does this program even work any more? How can I find out if my ISP (Uverse) is throttling? Upload tests tell me my upload speed is 4.5 Mbps. Even with 2000 bitrate I'm getting dropped frames. What can I do?
