Question / Help Severe Lag While Streaming

Hi there. As the title states, i've been lagging out while streaming. I normally have 80MBPS Download and 8MBPS Upload, however while streaming for a bit this drops down to 0.40MBPS download and 2MBPS upload causing me to lag out. I never have this issue while not streaming.


Things I've Tried:
- Tweaking OBS settings (Lowering Bitrate, changing Process Priority Class, changing x264 CPU preset)
- Having a Technician come out to check the lines
- Replacing ethernet cables
- Connecting to the modem directly
- Replacing network card
- Replacing Router

Things of interest:
- I have suddenlink for an ISP
- This issue used to not occur
- I do not completely disconnect, it's just like a traffic jam with data. It clears up after a bit
- I live in an apartment.
- I've had a technician from Suddenlink come to my place, check the lines and troubleshoot things, no issues were found.
- I only lag like this whenever i'm streaming. I can watch streams, youtube play games etc without this issue occuring.
- These lag spikes do not occur at any specific times, i documented the times over the past few months and there was no pattern. It's as simple as - I turn the stream on, I hit a lag spike within 30 minutes to 2 hours.
- I sometime stream without a lag spike.

This does not sound like an OBS issue. Can you reproduce the problem with a different program like XSplit?

Thanks for the swift reply. I have not tried recreating it with XSplit, but I will at some point thanks for the advice.
I also feel that it's not an OBS issue, however after many tests with my ISP (Suddenlink) they are repeatedly telling me that my Modem signal is fine, firmware is up to date, connect is stable. I never lag until I turn my stream on.
