Question / Help Severe in-game frame drop.

So about a month ago I ran some tests on my internet because I was wanting to stream and I believed my internet wasn't good enough..which it wasn't. I was able to stream 1500-2000 successfully but it wasn't enough. Since then I have upgraded my internet so I can stream at 3000-3500+. My issue is not my current internet. My issue is, when I was doing the testing back then I was able to play a game like Rocket League 250+fps while testing the streaming no problem(I have a 144hz monitor). Now, since I have upgraded my plan, I went to test streaming again and now my game runs 30fps or less. I have made no hardware changes to my computer, the only thing I changed was the bitrate. The game runs perfectly 250fps+ without streaming but once I change the scene to game capture Rocket League and stream/preview it just craps out on the frames. I have tried using v-sync, I've tried monitor capture, I've searched all over forums, etc and tried all the little things, spend about 5 hours now trying to fix it on my own but now I'm just frustrated. I even downloaded OBS Studio and set it up and it's the same problem. I've tried lower cpu encoding speeds, I've tried lower bitrate, I've tried everything. If you see something out of place that I'm just too stupid to see, let me know pls!

Update to OBS Studio,18.0.2. OBS Classic is no longer supported and this particular bug will not be fixed.
