Question / Help Severe dropped frames and late frames

I've been trying to stream The Division this morning but it's impossible because of dropped/late frames. It looks terrible. I think my PC should be capable of streaming the game at decent quality but I guess my settings are bad?

SPECS:
EVGA GTX 970 SSC
Intel i5 6500 Skylake @ 3.2ghz
8GB Crucial Ballistix RAM

I tested for 5 minutes and recorded the log.

Max CPU temp recorded was 68 degrees at 99% usage. The only programs I had running were OBS, the game itself, and the Twitch Dashboard.

your bitrate doesn't have much to do with dropped frames. 68C with that CPU having a max of 71C is pretty hot if you ask me. since its getting worse over time I would say that you have a heating issue and its thermal throttling to keep temps down.

at that both the division and OBS will heavily use your system, I would severely turn down your settings and OBS settings. recommended 720@30 2500bitrate. do this from a your PC being off then see if it degrades over time. if it does, it is a heat issue and you'll need to fix that.

14nm shouldn't heat up that much from just a quad core. I would say there is a bad application of thermal past on your CPU if nothing else.
