My fiance has been streaming for over two months with very few issues. Today, about an hour into the stream, he started suffering major Dropped Frame Rate (between 65% and 75%) per the counter on the bottom of my OBS screen but his audio is coming in perfectly. I have tried everything to troubleshoot it. I reset the router and modem. Rebooted the computer. Turned off everything that was connected to the internet. He streams to Twitch only, but set up a Youtube Gaming site to attempt there. No difference. His computer CPU or memory isn't being maxed out. We didn't change any of the settings. I have lowered my bitrate. Tried all of the trouble shooting tips stickied at the top of the forum. I am not sure of what all information you need from me.
Specs

Two others that were given to me. They are Dells but I am not sure of their model.
I have two logs. They aren't long but I can get longer ones if you need. These are just with OBS running/streaming. No games being played. Only the internet and Spotify.
