Question / Help Setup for slow upload.

Hi there,
I want to livestream with OBS but i have a terrible upload. It is at 0.45 - 0.49mbs, can I have ideas of setups and settings. My PC can be found here. http://au.pcpartpicker.com/p/3pGlS

My current settings are here in this video which I recorded in like 5 minutes because I'm lazy

(Youtube is taking a while to process this video, sorry)

I don't much to say, please comment any ideas to help me.

240p/360p resolution max,
200kbit video bitrate max,
lowest audio as possible,
15-20fps,
as much compression as you can set on your PC.

In general, better wait for better internet or record videos for youtube.
