- RTX 2070 Super

is it possible to record at this rate?
Will attach a log file if needed.

Never at 240fps. Never go over 60fps.
What you do is use CQP at Rate Control, CQ level between 15 and 23 (lower number is better quality). Examples:

Simple output mode

Choose your poison for quality. Recording format: mkv
