Question / Help Settings Not Saving

I've been working on this for hours now. I can't figure out what I'm doing wrong. I can't the actual Twitch settings to save in the broadcast settings of OBS. I can put all the information in and then when I press Apply, close it out, and go back in it's all gone. I'm honestly not for sure what to do next.

Here is what is present in my Log Window:

01:54:20: CUDA loaded successfully
01:54:20: 1 CUDA capable devices found
01:54:20: [ GPU #0 - < GeForce GTX 970 > has Compute SM 5.2, NVENC Available ]

So I realize my English was terrible at 2 AM when I wrote this. A little history. I had to reload Windows on my computer because of a bug I got that I just couldn't get rid of. As I was reinstalling Windows I decided to go with Windows 10 since I hate Windows 8. Everyone had told me that all the programs they were using were working including OBS so I tried it out. I couldn't get OBS to work so I thought it was the Operating System. I then proceeded to reinstall Windows 8 which I know works with my software that I use. No dice. I can't get any settings to save. The log doesn't say an error or anything that I can see. I'm going to try to install OBS on another computer and see if it's just my computer settings on a reloaded OS? I'm going to keep a log of everything I do here to see if it helps others that I have seen that haven't gotten a resolution either.

EDIT: I installed OBS on my computer that I use for work just for SNG's. I have no problems editing the Settings and getting them to stay. I am going to go home and do the EXACT steps this evening to see if I can figure it out.
