Question / Help Settings keep getting reset!

Everytime I try to change a setting, it keeps getting reset back to it's default value. For example, I go to change the bitrate from 1000 kbps to 1200 kbps (I click apply and OK) and then close the settings tab. I then reopen it and the bitrate is back to 1000 kbps. Please help!!!

EDIT: Also, one more question. What bitrate should I have if I want to stream League of Legends at 720p 60fps?

SPECS:
i7 4790k
GTX 970

EDIT #2: If I change the audio encoding bitrate it saves, however if I change the video max bitrate it does not (along with a lot more setting such as the ones under the broadcast settings tab). Even if I change the max bitrate for video encoding to 1200, switch to the video tab and then switch back, it's back to 1000.

FIXED THE ISSUE! For whatever reason, my OBS wasn't autogenerating the settings in the profile file in appdata, so I had a friend send me his profile and it works now.
