Question / Help Settings in Relation to Performance

I am trying to find the most optimal settings for my ancient PC for Twitch.tv.

AMD Phenom(tm) II X4 955 Processor
8GB RAM
Nvidia GeForce 560 GTX Ti
10Mbit upload

Does setting 3500Kbps bitrate mean less cpu strain because it has to do less compression?

I have been getting a lot of framedrop recently, feels like since updates. My viewers have always complained of stuttering though.

I have been streaming at ultrafast, 1080p, 3500kbps, 25fps.

Wondering what could make it better?

Well,

could you post a log? 1080p is hard to stream even with a good pc.
