Question / Help Settings for smooth as possible

I just started streaming but my stream is low fps and is choppy. What are the lowest possible settings for OBS for the best fps and the least choppiness? The settings I'm looking at tweaking are: max bitrate, resolution downscale, fps, scene buffering time, x264 cpu preset, encoding profile, keyframe interval

Well, you can always try 720p@30fps with 1500-1800 kbps bitrate. Everything else on default.
But first, you should post a log file, also we dont know your setup either game you are trying to stream.

I don't understand why my system and the log file matters, I'm just asking for the smoothest possible configuration... I'm even giving you a list of settings I know how to change... I just want someone else to give me the values for them

well, its basically same like when you go buy a car.
you say to man: "I want a car"
first question you will get: "what kind of work are you plan to do with car?"
because you probably dont want some 2seat car for heavy forest work :)
