Question / Help Settings for my PC-help

Hi guys! I need the best settings for my pc. I want to record just games,like CS:GO ,GTA V..
PC Specs : -Intel® Core™ i5-2500K Processor
-Motherboard ASRock P67 Pro3 rev. B3
-2x4 GB DDR3 1333 MHz memory
-Videocard SAPPHIRE HD 6970 2GB GDDR5 Dual Fan
And I have Windows 8.1 x64.

This is the best settings for streaming,I forget to say,I don't want to stream,I want just to record gameplays,for youtube.

Then you just have to test what your pc is cable off by playing around with the fps and the resolution.
Start setting them on 1920x1080 and 60fps. Thats the best, if it works, nice. If not just go down a bit

Ok..I solved the problem. But I have a question, it's normal if when i'm not recording, on high settings I have 200+ fps, but when I record I have just 80-90 fps on low settings. On cs:go
