Question / Help Settings for my OBS?

Hey, i have been derping around settings, and i still cant find one fitting to me, could someone help?
Also with the settings is question: can this pc handle 30fps?

Here is my pc:

CPU: Intel Core 2 Duo (3Ghz - overclocked)
GPU: GTX650 (OC)
RAM: 3GB (2,75 usable)

Internet:
dl: 20mbps
up: 2.06mbps

Regarding your question -- Can it handle 30 FPS? Yes, it can. But, my question to you is -- what game are you trying to stream? Because modern titles in 30 FPS might be pushing it. Although you could divert some of the encoding process to the GPU by enabling OpenCL in OBS and maybe gain a few FPS that way.

HL2, TF2, and maybe CS:GO.

(i already posted upload, was to server like 30km's from me)

There is no better way to determine if your PC can handle it at 30 FPS other than to simply try. Some things that will help though are enabling OpenCL in OBS (go into Advanced, custom x264 parameters, add opencl=true. And then in the games making sure to lower the settings on the most intensive parameters. Things like shadows, indirect lighting, post-processing, physics are very cycle heavy and lowering them may give you the edge you need to get to that 30 FPS.

Things that are important to keep at a relative high setting, just for a nice streaming experience -- textures, resolution, framerate. Just try fiddling about a bit with the settings in OBS and with the in-game settings, I'm sure you will find some combination of settings for each individual game that is acceptable and watchable.
