Question / Help Settings for low internet speed

Hello everyone.
I recently tried to stream League Of Legends on twitch but while recording I had really high ping, about 300ms. The game seems to run perfect without any problem either with my fps or my pc.
Considering the fact that I have only 4gb ram 1600mhz, my graphics card Nvidia GTX 650, AMD FX 4300 and the most important thing.. low internet speed, which is 15 mb/s for download and no more than 1mb/s ( about 0,88 ) for upload makes it even more difficult to stream.
My settings are:
Encoding
x264, CBR (ON)
Max Bitrate: 700
Buffer Size: 500
Audio: AAC, 44,1khz, 64 Bitrate, Stereo
Video: Base Resolution 1920*1080 , Resolution Downscale 3.00 (640x360), Filter Bilinear (fastest), FPS 20
Advanced: Use Multithreaded Optimazations(on), Process (Normal), Scence Buffering (700), Disable encoding and allow other modifiers (on)
On video: x264 (veryfast), Encoding profile (main), Keyframe Interval (2) and all the other options off. Same with audio. Network: Automatic low latency mode (off), Default, Latency tuning(20)
What do you suggest I do? Any help/advice really appreciated! Thank you very much :)

To be perfectly honest, with 1Mbps upload, you likely won't ever be able to stream and keep a good ping in the game. You likely won't be able to stream unless you drop your bitrate to about 400/500, and even then you may need to drop your FPS quite a bit.

Your stream quality would be quite atrocious then, though. You may be better off recording and showing stuff on Youtube rather than streaming. Until of course you get a better internet connection.
